Lyndon Baines Johnson (August 27th, 1908 - January 22nd, 1973) was the founder of the welfare state, but it's the openly evil purpose behind it that grants him villain status.
Born to a mother of English descent and a father of Scottish descent, Johnson's career is one of open abuse and in many cases outright cruelty. It is often reported that Johnson treated his black servants very badly.
LBJ was a racist (in one speech you can actually hear him calling blacks "niggers" and Poles "Pollacks"), and he was an imperialist too who launched the Vietnam war. But that's besides the point. He also said that, revealing the malevolent purpose behind this bill, although the wording can be disputed because he hated all non-whites equally (not just blacks), "I'll have those coloreds voting Democrat for the next 200 years," which was the intent purpose of his bill. After receiving so many complaints from a majority of US citizens, Johnson announced that he wouldn't run for re-election.
In 22 October 1968 signed Gun Control Act of 1968 into law, enacted by congress.
